Qamar Zaman Kaira was elected to the National Assembly in 2002 elections from NA-106 (Gujrat –III) and returned on the same seat in the 2008 general election. He served as Federal Minister for Kashmir Affairs and Northern Areas from 2008-11, Federal minister for Information and Broadcasting in the PPP-led coalition government from 2009 to 2011, Federal Minister for ports and shipping and he also has been in role of acting governor for the Gilgit-Baltistan. He has also served in the capacity of standing committee SAFRON from 2002 to 2007.
